Doncare Board of Directors



Doncare’s Board of Directors are volunteers with professional expertise and significant leadership accomplishments in business, government, philanthropic and not-for-profit sectors. The Board advances the performance of the organisation and provides strategic governance in accordance with Doncare’s Mission & Vision.

Andrew Asten

Andrew Asten is a management consultant and former commercial lawyer and is currently on the leadership team of the infrastructure practice at the Boston Consulting Group. His experience covers a wide range of public and private sector topics including infrastructure, telecommunications, energy, foreign affairs, defense, service delivery, and public sector reform.

Andrew lives in Doncaster with his wife and three sons and is delighted to bring his skills and experience to support the Doncare community. He has a long-standing passion for effective community-based and not-for-profit organisations, and has served as Chair of the Board of the Oaktree Foundation and a local service organisation called St Hilary’s Hope.

Andrew has a Masters in International Relations from Cambridge University where he studied as a Gates Scholar and degrees in Law and Economics from Monash University.

Amelia De Angelis

Amelia is an executive manager, currently working as the Chief Operating Officer for a national recruitment and consulting firm to the defense industry. She is a co-founder of an industry-based mentoring program for women and strongly believes we can be what we can see. Amelia lives in Manningham with her three children and husband and is passionate about supporting her local community.

Amelia brings strong operational, finance, and risk management experience to the Doncare Board; she holds a Bachelor of Business Studies from Monash University and is a member of the Australian Institute of Company Directors.

Joseph Hoo

Joseph Hoo is a senior executive who has held leadership roles in Australia and the UK with multinational companies as well as not-for-profit organisations, including General Motors and Macquarie Bank. His experience spans a range of sectors including legal, automotive, finance, and investment banking. He has also been involved with a number of community-based organisations at the local, state, and national levels.

Joseph is committed to building strong, sustainable communities. His commitment is inspired by the community support he has received throughout his life, starting from early childhood as a non-English speaking migrant, through to adulthood as a father of a young family and son of aging parents. He shares Doncare’s vision and is keen to help it achieve its mission. He holds a Bachelor of Laws (Hons) and a Bachelor of Commerce from the University of Melbourne.

David Lane

David is a chartered accountant with over 20 years experience in executive roles in multinational companies across five continents, including PwC and Michelin. David is an experienced senior finance professional with management and team leadership experience. Sustainability is an area of interest for David and he has experience in not-for-profit product stewardship schemes as a former director of Tyre Stewardship Australia, a tyre industry body focused on sustainable solutions for end-of-life tyres. Giving back to the community is something David is passionate about and he continues his family’s tradition of supporting the community.

David is a Fellow of Chartered Accountants Ireland and a graduate of the Australian Institute of Company Directors.

David Hong

David has extensive experience as a senior leader in marketing and digital transformation across a number of leading Australian and multinational companies including Telstra, GE Capital and Medibank. David lives with his young family in Manningham and is a strong believer in giving back to the community. He has been involved in several community-based organisations throughout his career and was previously a Board member of the Butterfly Foundation.

David has a postgraduate Diploma of Management from Melbourne Business School and holds a Bachelor of Engineering and Computer Science from the University of Melbourne.

Rosanne Bell 

Rosanne is an experienced executive with a background in Government, regulation, registries, service delivery, and transformation programs with technology components. Rosanne was formerly the Executive Director, Registry at the Australian Securities and Investments Commission.

Rosanne has a Bachelor of Commerce, post graduate qualifications, and is a member of the Australian Institute of Company Directors. 

Rosanne is a director of the Epilepsy Foundation, Strategic Adviser and consultant. Rosanne grew up in Doncaster and is passionate about community services.

Michael Doherty

Michael is a management consultant and former executive in the infrastructure and ICT industries. He is experienced in government and private sector areas of telecommunications, infrastructure and utilities delivering services and leading transformation programs.

Living in Fitzroy North with his wife and two young adult children, Michael is passionate about local community services and support, has been involved in several community-based services and is currently an Advisory Board Member at North Richmond Community Health.

Michael holds a Masters of Commerce, an MBA and a Diploma in Electronic Engineering. Michael is also a graduate and current member of the Australian Institute of Company Directors. 

Julie Blacker

Julie has foundation training as a social worker and family therapist and 30 years experience as a clinician and senior leader in mental health, family violence, community engagement, sexual assault, alcohol and drug and youth services across community and public health settings. Julie is committed to supporting local community services to provide responsive and high quality care. 

Julie holds a Bachelor of Social Work and a Bachelor of Arts in psychology and has been a resident of Manningham for most of her life.
